La création de la deuxième tranche de la Zone d’Activités Diverses (ZAD II) résulte de la nécessité de trouver un cadre adéquat pour recevoir toutes les activités consommatrices d’espace, posant des problèmes de nuisance ou n’ayant pas une implantation adéquate au centre ville. Elle est l’initiative de la chambre de commerce de l’industrie et de l’artisanat de Ouagadougou (CCIA-BF). Cette Zone est située au secteur 30 de la ville de Ouagadougou entre le Salon International de l’Artisanat de Ouagadougou (S.I.A .O), la première tranche de la ZAD et les habitations du secteur 30.
L’objectif de notre étude est d’analyser la faisabilité environnementale du projet d’aménagement de la ZAD II. Pour atteindre cet objectif, nous avons d’abord décrit le contexte d’accueil du projet afin de mieux percevoir sa raison d’être et les différents problèmes qu’il entraîne. Ensuite, nous avons à l’aide des études faites sur le terrain, identifier et évaluer les impacts de ce projet depuis sa conception jusqu’à sa phase d’exploitation à l’aide des différents récepteurs et sources d’impact. Ces récepteurs et sources d’impact ont été identifiés à la suite de la description de l’état de référence du site d’accueil qui a, au préalable, subi des changements suite à l’aménagement de la première tranche de ce projet et à la description des différents travaux qui seront effectués. Il est ressorti que le projet de la ZAD II comporte des impacts aussi bien positifs que négatifs. Nous avons ainsi proposé des mesures visant à réduire les impacts négatifs ou à optimiser les impacts positifs afin de permettre la réalisation du projet.
Pour que ces mesures soient effectivement réalisées par les différents acteurs du projet, nous avons proposé un programme de surveillance et de suivi environnemental qui permettra de vérifier le respect des recommandations faites et de vérifier la pertinence des impacts préalablement prévus ainsi que ceux non prévus.
Pendant la phase de préparation et de construction, le projet de la ZAD II va engendrer des impacts négatifs sur les milieux physique et biologique et pendant la phase d’exploitation, il engendrera beaucoup plus d’impacts positifs surtout sur le milieu humain. Les acteurs du projet atteindront leurs objectifs si les mesures préconisées à toutes les étapes de l’aménagement sont bien respectées.
Abstract : The current organization of the centre town of Ouagadougou presents serious constraints at the harmonious development of the artisanal, commercial activities and warehouses. The creation of the second section of the Zone of Various Activities results from the need for finding a framework adequate to receive all the activities consuming space, posing problems of harmful effect or not having an adequate establishment in the centre town. It is the initiative of the Chamber of Commerce of the industry and the craft industry of Ouagadougou. This Zone is located at sector 30 of the town of Ouagadougou between the International Show of the Craft industry of Ouagadougou, the first section of the zone and the dwellings of sector 30.
The objective of our study is to analyze the environmental feasibility of the project of installation of this zone. To achieve this goal, we initially described the context of reception of the project in order to better perceive its reason to be and the various problems which it involves. Then, we have using the studies made on the ground, to identify and evaluate the impacts of this project from its design to its production run using the various receivers and sources of impact. These receivers and sources of impact were identified following the description of the state of reference of the site of reception which has, to the precondition, undergone changes following the installation of the first section of this project and to the description of various works which will be carried out. It is arisen that the project of the ZAD II comprises positive impacts as well as negative. We thus put forward measures aiming reducing the negative impacts or at optimizing the positive impacts in order to allow the realization of the project. So that these measurements are actually carried out by the various actors of the project, we proposed a program of monitoring and environmental follow-up which will make it possible to check the respect of the made recommendations and to check the relevance of the impacts beforehand envisaged thus that those not envisaged.
During the phase of preparation and construction, the project will generate negative impacts on the physical environments and biological and during the production run; it will especially generate much more positive impacts on the human environment. The actors of the project will achieve their goals if the measurements recommended with all the stages of installation are respected strictly. |
