Il comporte un certain nombre d’installations annexes, dont l’une des composantes est la réhabilitation du barrage de retenue du lac de la Mefou. Cette composante a été précédée d’une Etude d’Impact Environnemental, conformément aux dispositions de l’arrêté N° 0070/MINEP du 22 avril 2005 fixant les différentes catégories d’opérations dont la réalisation est soumise à une Etude d’Impact Environnemental et Social.
A travers des enquêtes sur les populations de la zone du projet et l’analyse de l’état initial du site, l’identification des travaux envisagés au cours des différentes phases du projet, nous avons identifié des impacts aussi bien négatifs que positifs.
Parmi les impacts positifs, il convient de noter :
- L’amélioration de la desserte en eau potable dans la ville de Yaoundé ;
- La création d’emplois directs et indirects, avec une influence positive sur les activités économiques ;
- Le raccordement de nouvelles zones au réseau d’eau potable ;
Pour les impacts négatifs, nous pouvons citer :
- La perte des biens par les populations riveraines (cultures et habitations)
- La recrudescence des maladies hydriques et des maladies liées à l’eau et d’autres maladies liées au soulèvement des poussières et à la nuisance sonore ;
- La dégradation du paysage et autres infrastructures et bien immobiliers du fait de la réhabilitation des conduites de transfert qui pour les zones d’habitats spontanés peuvent se trouver envahies par les habitations.
Face à tous ces impacts, nous avons proposé des mesures d’atténuation et de bonification ainsi qu’un Plan de Gestion Environnementale et Sociale (PGES) pour une meilleure insertion du projet.
Abstract : The Mefou Lake dam rehabilitation project and the construction of Nkolbisson wastewater treatment station's fundamental aim to improve the serving drinking water to the city of Yaoundé, by improving the existing infrastructure. It features a number of ancillary installations, one of the components is the rehabilitation of the Mefou Lake dam. This component was preceded by an Environmental Impact study, pursuant to the provisions of the Decree No. 0070/MINEP April 22, 2005, defining the different categories of operations which is subject to an Environmental Impact study and Social. Through surveys on population of the project area and the analysis of the initial state of the site, the identification of the work planned during the various phases of the project, we have identified the positive and negative impacts.
Among the positive impacts, it should be noted:
- The improvement of the serving drinking water in the city of Yaoundé;
- The creation of direct and indirect jobs with a positive influence on economic activities;
- The connection of new areas to the drinking water network
For the negative impacts, we can quote :
- The loss of property by the riverain populations (crops and homes) ;
- The resurgence of water-borne diseases and diseases related to the water and other diseases related to the uprising of the dust and the noise nuisance;
- Degradation of the landscape and other infrastructure and real estate due to the rehabilitation of transfer lines which for spontaneous habitat areas can be invaded by houses.
All these impacts, we proposed measures attenuation and bonus as well as a Plan of environmental management and social (PGES) for a better insertion of the project. |
