À partir des entretiens avec les acteurs identifiés au préalable, un diagnostic du système actuel de suivi évaluation a été fait. Le diagnostic consistait à établir la situation du service d’eau potable, les systèmes de gestions, et la pratique actuel du suivi-évaluation. Il en ressort qu’aucun cadre formel n’est établit pour assurer la pérennité du service d’eau potable malgré la disponibilité d’acteurs, d’indicateurs et d’outils. Ensuite, une analyse a été faite pour identifier les indicateurs et outils nécessaires au suivi-évaluation. Sur la base de critères bien définis, des indicateurs de performance du service ont été choisis ainsi que les données nécessaires pour les renseigner et calculer. Le dispositif proposé sera piloté le CCEA à travers un groupe de suivi-évaluation créé en son sein et qui travaillera en étroite collaboration avec SCEA. Le groupe est chargé entre autre de la collecte régulière des données, de l’analyse des informations recueillies, et d’apprécier l’état du service de l’eau dans la commune. Pour assurer la prise en charge de leur budget de fonctionnement par la Mairie, une étude de faisabilité a été faite. Et il en ressort que pour le fonctionnement du groupe de suivi-évaluation coûtera annuellement à la commune la somme de 400 000 FCFA. La commune aura ainsi des éléments solides sur lesquels s’appuyer pour une prise de décision.
Abstract : The main objective of this work is to contribute to the implementation of a monitoring system of the public drinking water service in the municipality of Saponé for an improvement of the service. Based on the interviews with the previously identified actors, a diagnosis of the current monitoring system was made. The diagnosis consisted of establishing the situation of the drinking water service, the management systems, and the current practice of monitoring. It emerges that no formal framework is established to ensure the sustainability of the drinking water service despite the availability of actors, indicators and tools. Then, an analysis was made to identify the indicators and tools needed for monitoring. On the basis of well-defined criteria, performance indicators for the service were chosen and the data necessary to inform and calculate them. The proposed mechanism will be piloted by the CAMC through a monitoring group set up within it, which will work closely with SCEA. The group is responsible, inter alia, for the regular collection of data, for the analysis of the information collected, and for assessing the state of the water service in the municipality. A feasibility study was carried out to ensure that their operating budget was borne by the City Council. And it emerges that for the operation of the monitoring group will cost annually to the commune the sum of 400,000 FCFA. The municipality will thus have solid elements on which to rely for a decision-making |
