De 2006 à 2015, la décentralisation a tantôt été rattachée au ministère en charge de l’administration territoriale, tantôt à celui en charge de la sécurité ou isolée, formant un département avec l’aménagement du territoire. Les communes et les régions sont désignées comme niveaux de décentralisation mais seules les communes ont bénéficié de transfert de compétences et de ressources. Pour remplir sa mission de pilotage, le ministère a créé en son sein le SP/CONAD, la DGD, la DGFPT, la DGESS avec des cadres de concertation tels que la CONAD, la CONAFIL, la CONACOD, le CSD-DS, la CTI et le comité mixte Gouvernement-PTF… Plusieurs projets et programmes appuient le ministère dans le pilotage de la décentralisation. Toutes ces structures, cadres de concertation, instances et partenaires techniques et financiers reposent sur un arsenal législatif et règlementaire bien fourni et encadré par la loi n°055-2004/AN du 21 décembre 2004, portant Code général des collectivités territoriales au Burkina Faso (CGCT).
Au regard des difficultés d’application liées aux insuffisances des textes juridiques, du déficit de fonctionnement des cadres de concertation, du manque de synergie entre acteurs (structures du ministère, PTF collectivités territoriales…), ajoutés à l’instabilité institutionnelle et politique, le constat est que l’organisation et les mécanismes d’accompagnement souffrent de l’instabilité institutionnelle et de l’approche hésitante de l’Etat ce qui ne permet pas au ministère en charge de la décentralisation d’afficher son leadership dans le pilotage du processus de la décentralisation.
Abstract : In Burkina-Faso, piloting and coordinating of decentralization were confided to a ministerial department. From 2006 to 2015, decentralization was sometimes connected to the ministry in charge of the administration of the territory sometimes connected to the ministry in charge of security or isolated making a department with the management of the territory. Communes and regions were designed as the level of decentralization, but the communes only have had the transfer of expertise and resources. To fulfill his mission of steering, the ministry has created the PS/NACOD, the EMD, EMTPS, EMSSE, with framework of dialogue such as National conference of decentralization, LFNC (Local Finance national commission), DCNC, CSD-DS, la ITC, and mixed committees. Many projects and program sustain the ministry to pilot decentralization.
All these structure, as a framework of dialogue, instance, financial and technical partners work accordingly to legal and statutory arsenal well supplied and framed by law n°055 carrying (GCTC) the general code of territorial collectivities in Burkina-Faso.
Faced to these difficulties of application bound to the inadequacy of the legal texts, the deficit of the functioning of the frame of dialogue, lack of synergy with the actors (structures of the ministry, FTP, the territorial collectivities with institutional and political stability. The report is that the organization and the mechanism of accompaniment suffer from institutional stability and hesitating approach of the State. These facts prevent the Ministry in charge of decentralization from showing its leadership in piloting the process of decentralization. |
