Après quelques années de fonctionnement, l’ouvrage ne satisfait plus les besoins en eau des usagers.
Le manque de dispositifs de protection antiérosif et de mobilisations des ressources financières pour des travaux d’entretien aurait abouti à un comblement de la cuvette par les alluvions.
C’est dans ce contexte qu’un état des lieux de l’ouvrage incluant les éléments de solutions pour sa réhabilitation et sa meilleure gestion a été nécessaire. Ainsi l’étude diagnostic du barrage réservoir et du fonctionnement de son comité de gestion confirme une cuvette ensablée réduisant son volume alors que les populations environnantes vivent de ce point d’eau à travers l’élevage, la pêche, le maraichage.
Des actions urgentes sont donc nécessaires entre autres, la rédynamisation du comité de gestion par les services techniques décentralisés pour la recherche de financement en vue du curage de la cuvette et sa protection.
Un nouveau modèle de gestion technique et financière devra être ensuite élaboré et entrepris afin de sauvegarder la ressource eau, restaurer le sol et l’environnement du bassin versant de la retenue d’eau.
D'autres activités génératrices de revenus et valorisant l’ouvrage devront être aussi encouragées procurant ainsi des compléments de redevances.
Un bon modèle de mobilisation et de gestion financière permettra de faire face aux travaux d’entretien courant du barrage en vue de sa pérennité.
Abstract : The reservoir dam at Bèkèt, municipality of Pehunco, Republic of Benin is one of the works realized by the Atacora Livestock Promotion Project (PPEA) in 1986. After a few years of operation, the book no longer satisfies the water needs of the users. The lack of anti-erosion protection devices and the mobilization of financial resources for maintenance work would have resulted in a filling of the basin with alluvium.
It is in this context that an inventory of the work including the elements of solutions for its rehabilitation and better management was necessary. Thus the study of the reservoir dam and the functioning of its management committee confirms a silted basin reducing its volume while the surrounding populations live from this point of water through livestock farming, fishing, market gardening.
Urgent actions are therefore necessary among others, the revitalization of the management committee by the decentralized technical services for the search for funding for the cleaning of the bowl and its protection.
A new technical and financial management model will then need to be developed and undertaken to safeguard the water resource, restore the soil and the watershed catchment environment.
Other income-generating and value-adding activities should also be encouraged, thus providing additional fees.
A good model of mobilization and financial management will make it possible to deal with the ongoing maintenance of the dam in view of its durability. |
