A partir d’une enquête réalisée en septembre 2017 auprès de cent retournés établis au Kanem, il montre que leur situation initiale n’a pas évolué depuis 2011. Plus de la moitié (52%) sont en chômage tandis que ceux qui sont actifs exercent des activités qu’ils avaient abandonnées en émigrant (agriculture, élevage et petit commerce).
Les organisations humanitaires avaient joué un rôle important aux côtés du Gouvernement pour faciliter leur retour en 2011, puis leur assistance d’urgence en 2012 (distributions de nourriture, semences, outils, bétails et argent). A partir de 2014, un projet de relance socio - économique a été mis en oeuvre, en 24 mois ; Le renforcement de la résilience des communautés a été pris en compte dans ce projet à travers la construction d’infrastructures communautaires en matériaux durables, l’aménagement d’infrastructures d’irrigation et la signature d’accords décennaux d’exploitation des terres agricoles.
Malgré ces investissements, leur situation socio – économique ne s’est pas améliorée ; ceci peut s’expliquer par le fait que la durée du projet a été insuffisante pour assurer l’accompagnement des bénéficiaires à bien gérer ces aménagements. Le projet a été géré dans une logique d’urgence alors qu’il aurait fallu mettre en avant l’approche développement. Enfin, le Gouvernement et ses partenaires n’ont pas assuré le relai de ce projet en mettant en place des financements plus importants et plus longs pour développer l’agriculture et résorber la main d’oeuvre qualifiée revenue de Libye.
Abstract : This study presents the socio-economic situation of Chadian migrant returnees to Kanem following the 2011 Libyan conflict. Based on a survey conducted in September 2017 with one hundred returnees established in Kanem, it shows that their initial situation has not changed. since 2011. More than half (52%) are unemployed while those who are active are engaged in activities that they had abandoned by emigrating (agriculture, breeding and small businesses). Humanitarian organizations had played an important role alongside the Government in facilitating their return in 2011, followed by emergency assistance in 2012 (distribution of foods, seeds, tools, livestock and cash). From 2014, a socio - economic recovery project was implemented in 24 months; Strengthening the resilience of communities has been taken into account in this project through the construction of community infrastructures in sustainable materials, the development of irrigation infrastructure and the signing of ten-year agreements for the exploitation of agricultural land.
Despite these investments, their socio - economic situation has not improved; this can be explained by the fact that the duration of the project was insufficient to ensure the beneficiaries' support to properly manage these developments. The project was managed in an emergency logic whereas it would have been necessary to put forward the development approach. Finally, the Government and its partners have not ensured the relay of this project by putting in place larger and longer financing to develop agriculture and to absorb the qualified labor force returned from Libya. |
