Pour l’élaboration du Programme National du Secteur Rural au Burkina Faso il a été mis en place un Protocole de financement commun (PFC-PNSR), qui est un « panier commun ».
Les enseignements tirés de l’exercice de mise en œuvre de ce PFC-PNSR permettent de donner une appréciation positive de cet instrument de financement, qui comporte néanmoins des forces et des faiblesses.
Notre travail a consisté à analyser les documents relatifs à la préparation, aux négociations, à la finalisation et à la ratification du PFC-PNSR et ses documents annexes ; de même nous avons conduit des entretiens pour prendre l’avis des principaux groupes d’acteurs, parties prenantes de l’élaboration du PNSR sur le processus et cet instrument de financement commun. En nous fondant sur les analyses de ces données il ressort que le « panier commun », partant de l’expérience du PFC-PNSR est un instrument intéressant pour le financement des interventions dans le secteur rural, qui devrait être utilisé judicieusement suivant les volets d’intervention concernés et en bonne synergie avec les autres instruments de financements.
Abatract : Financing the rural sector is a topical issue for all partners in the rural sector. Which financing instruments are the most effective to support interventions in favor of the sustainable development of the rural sector? Is the common basket financing form one of these best performing instruments?
For the development of the National Rural Sector Program in Burkina Faso, a Common Financing Protocol (PFC-PNSR) has been established, which is a "common basket".
Lessons learned from the implementation exercise of this PFC-PNSR provide a positive assessment of this funding instrument, which nevertheless has strengths and weaknesses.
Our work consisted in analyzing the documents relating to the preparation, the negotiations, the finalization and the ratification of the PFC-PNSR and its related documents; Similarly, we conducted interviews to seek the views of the main stakeholder groups, stakeholders in the development of the PNSR on the process and this common funding instrument. Based on the analysis of these data, it appears that the "common basket", based on the experience of the CFP-PNSR, is an interesting instrument for the financing of interventions in the rural sector, which should be used judiciously according to the components of the program concerned and in good synergy with the other financing instruments. |
