Pour pouvoir mener à bien notre étude, nous avons d’abord, déterminer les composantes environnementales et sociales susceptibles d’être affectées par le projet et faire des analyses sur ces composantes, ensuite les impacts environnementaux et sociaux potentiels induits par le projet ont été identifiés et évalués à travers les matrices de Léopold et de Martin Fecteau puis, les risques relatifs à l’environnement et à la santé-sécurité inhérents au projet ont été identifiés et des mesures de gestion proposées, enfin des mesures environnementales et sociales ont été proposées en vue d’atténuer, de compenser les impacts négatifs et de bonifier ceux positifs. Au sortir des différentes investigations, il ressort que le projet nécessitera l’abattage de 8531 arbres, dont 2361 arbres dans l’emprise directe du canal, à cela s’ajoutent le déplacement de 214 sites maraichers pour leur réinstallation dans la bande verte, 71 petits commerces composés de kiosques, restaurants, le déplacement de 13 pépiniéristes, 02 maisons et l’exhumation de 02 tombes. De plus le projet contribuera entre autres à la réduction des risques d’inondation et à l’amélioration du cadre et des conditions de vie des populations bénéficiaires. Les mesures proposées pour réduire les impacts négatifs et bonifier ceux positifs, ont été résumées dans le plan de gestion environnementale et sociale dont le coût global de mise en œuvre s’élève à un montant de deux milliards quatre-vingts huit millions neuf cent quatre-vingts quinze mille quatre cent trente-cinq mille franc (2 088 995 435) FCFA HT. Le coût global du projet s’élève quant à lui à 9 847 214 367 FCFA HT. Ainsi les mesures du PGES ont un pourcentage de à 21, 21 %
Abstract : The objective of this ESIA is to provide the project promoter with relevant and essential information that will enable him to assess the environmental and social feasibility of the project, on the one hand, and on the other hand to prove that the project is not alienating but more beneficial for the populations of the predominantly poor area. In order to carry out our study, we first determined the environmental and social components likely to be affected by the project and carried out analyses of these components, then the potential environmental and social impacts induced by the project were identified and assessed using the Léopold and Martin Fecteau matrices, then the environmental and health and safety risks inherent in the project were identified and management measures proposed, and finally environmental and social measures were proposed with a view to mitigating and compensating for the negative impacts and enhancing the positive ones. At the end of the various investigations, it emerged that the project will require the felling of 8,531 trees, including 2,361 trees in the direct right-of-way of the canal, in addition to the relocation of 214 market garden sites for their reinstallation in the green strip, 71 small businesses consisting of kiosks and restaurants, the relocation of 13 nurserymen, 2 houses and the exhumation of 2 graves. In addition, the project will contribute, among other things, to the reduction of flood risks and the improvement of the living environment and conditions of the beneficiary populations. The measures proposed to reduce the negative impacts and improve the positive ones have been summarized in the environmental and social management plan whose overall implementation cost amounts of two billion twenty eight million nine hundred and twenty eight fifteen thousand four hundred and fifty five thousand FCFA (2 088 995 435) FCFA HT FCFA, the all price on the project is around of nine billion eighteen centers fourth seventeen million two hundred fourteen and three thousand six hundred and sixty seven (9 847 214 367 )FCFA HT. |
