Dans l’optique de mener à bien le projet EOLE censé pallier ce problème, le groupement SED s’est vus confié la mission d’OPC du dit projet. Egis a été désigné comme responsable de la mission OPC du segment Gambetta- Haussmann Saint Lazard donc du chantier de la future gare porte Maillot. Dans le cadre de la construction neuve de la Gare, cette étude sera axée sur l’analyse du changement d’organisation de l’OPC face à l’arrivée des marchés du second œuvre qui s’ajoutent au marché du gros œuvre retardé dans l’exécution de ses travaux dans un contexte sanitaire exceptionnel. Pour une meilleure gestion du chantier et des intervenants, plusieurs réflexions (fragmentation des travaux, anticipation de libération de certains locaux...etc.) ont été menées par l’OPC afin d’anticiper les interfaces et conflits futurs.
La multiplicité des données et des contraintes à prendre en compte pour réaliser le planning d’intervention globale du second œuvre a permis à l’OPC de choisir une stratégie offensive en définissant non seulement le planning des actions à mener afin d’amorcer les discussions d’organisation avec les marchés, mais également de définir l’organisation future du chantier qui prendra forme au fur et à mesure de l’avancement du projet.
En considérant les informations recueillies en temps réel ainsi que la donnée contractuelle du projet, cette étude montre le raisonnement stratégique utilisé pour amorcer l’arrivée du second œuvre, sa gestion ainsi que le respect du délai contractuel du projet. L’étendue et la complexité d’un tel chantier, alliée à la situation financière et au contexte sanitaire actuelle donnent à ce projet des incertitudes dont la gestion incombe à l’OPC qui se désigne orchestre des opérations.
Abstract : The hyper-density as well as the hyper-urbanization of metropolises such as the Ile de France raises a real problem related to traffic, the under-dimensioning of urban infrastructures in the face of the constantly increasing flow of travelers and a lack of connections between suburbs.
In order to carry out the EOLE project supposed to overcome this problem, the SED group was assigned the mission of OPC of the project. Egis has been appointed as head of the OPC mission of the Gambetta-Haussmann Saint Lazard segment, and therefore of the construction site of the future Porte Maillot station. In the context of the new construction of the station, this study will focus on the analysis of the change in the organization of the OPC faced with the arrival of the second work markets which are added to the structural work market delayed in the execution of its work in an exceptional sanitary context. For better management of the site and the stakeholders, several reflections (fragmentation of the works, anticipation of the release of certain premises, etc.) have been carried out by the OPC in order to anticipate future interfaces and conflicts.The multiplicity of data and constraints to be taken into account to carry out the overall intervention schedule for the finishing work enabled the OPC to choose an offensive strategy by defining not only the schedule of actions to be carried out in order to initiate discussions on organization with the markets, but also to define the future organization of the site which will take shape as the project progresses. By considering the information collected in real time as well as the contractual data of the project, this study shows the strategic reasoning used to initiate the arrival of the second work, its management as well as the respect of the contractual deadline of the project. The scope and complexity of such a project, combined with the financial situation and the current health context, give this project uncertainties, the management of which is up to the OPC, which designates itself as the operations orchestra. |
