Puis une extension de ces dernières est survenue plus tard avec des unités SWP de 550m3/h, suite à une forte sollicitation des populations au près des autorités. Ces dispositifs sont dotés chacun d’une capacité de production de 3 X 100m3/h X 2, donc un débit de 600m3/h et 2X550m3/h, soit au total 1700 m3/h. Les stations compactes sont en marche à Magnambougou et à Baco-Djicoroni respectivement depuis Mars et Avril 2008. Globalement, les stations compactes ont donné des résultats très satisfaisants : 3.825.943 m3 d’eau potable ont été produite en 2009 uniquement par les unités Opalium.
Une dizaine de quartiers est aujourd’hui soulagée grâce à ce projet, même si par ailleurs, après deux années de fonctionnement, il demeure encore quelques petits problèmes à l’exploitation.
Ces quelques difficultés existantes dont la recherche et l’analyse des causes et des solutions et/ou des mesures d’atténuation ont fait l’objet de ce mémoire demeurent toujours une préoccupation, et pour l’exploitant qu’est la société EDM-sa, et pour le Maître d’ouvrage qu’est l’état malien à travers la DNH. En production d’eau potable, on cherche toujours à optimiser pour minimiser toujours les charges d’exploitation (coût de l’énergie, coût de réactifs, main d’œuvre etc.). La présente étude s’est donné cela comme ambitions, avec un objectif général et des objectifs spécifiques consignés dans le cadre logique se trouvant dans les annexes. Il faut donc nécessairement améliorer l’exploitation pour optimiser la production. Or pour améliorer l’exploitation et optimiser la production, il faudrait bien cerner les différents dysfonctionnements à travers une étude d’évaluation de l’état de fonctionnement général des installations. Dans cette étude, l’accent a été mis essentiellement sur les installations de captage et les installations de traitement proprement dites, à savoir le pompage (prélèvement et refoulement de l’eau brute du fleuve), décantation après coagulation/floculation, la filtration sous pression. Cela passe, non seulement par un diagnostic général du fonctionnement des ouvrages et équipements, mais aussi l’estimation de certains paramètres physiques (hydrauliques). Il s’agit notamment des caractéristiques de la conduite de refoulement, la vitesse de décantation réelle aussi appelée vitesse de Hazen réelle ou charge hydraulique et la vitesse de filtration. Quelques solutions ont été données ou ébauchées et la liste reste non exhaustive. Un accent particulier été mis sur la proposition d’un ouvrage de captage en puits d’exhaure. Une étude financière (un devis quantitatif et estimatif) a été établie pour dégager un ordre de grandeur du coût de réalisation des options techniques proposées. Le coût de réalisation d’un ouvrage de captage du genre de ce qui a été recommandé, que ce soit avec pompes immergées ou pompes de surface avoisinerait 140 000 000 francs CFA
Abstract : In the heart of this measure represented, at the right place, the installation of two compact stations of type SCP 100 along the river Niger, to Baco-Djicoroni and to Magnambougou on the right bank. Then an extension of these last ones arose later with units SWP of 550m3 / hour, further to a strong request of the populations in near the authorities. These devices are endowed each of a production capacity of 3 X a 100m3 / hour X 2, thus a flow of 600m3 / hour and 2X550m3 / hour, that is all in all 1700 m3 / hour. The compact stations belong on the march to Magnambougou and to Baco-Djicoroni respectively since Mars and in April, 2008. Globally, the compact stations gave very satisfactory results: 3.825.943 m3 of the drinking water were only produced in 2009 by the units Opalium. About ten districts are relieved thanks to this project today, even if besides, after two years of functioning, it is still left some small problems to the exploitation. These some existing difficulties among which the search and the analysis of the causes and the solutions and\or the measures of enfeeblement were the object of this report always remain a preoccupation, and for the developer that is the EDM-SA company, and for the Project owner that is the Malian state through the DNH. In production of drinking water, we always try to optimize, to minimize always operating expenses (energy cost, cost of reagent, hand of work etc.). The present study gave it itself as ambitions, with a general objective and specific objectives recorded in the logical executive being in appendices. It is necessary to improve thus inevitably the exploitation to optimize the production. Now, to improve the exploitation and optimize the production, it would be necessary to encircle the various dysfunctions through a study of evaluation of the state of general functioning of the installations. In this study, the accent was essentially put on the installations of harnessing and processing plants itself, namely the pumping (taking and expulsion of the raw water of the river), settling after coagulation/floculation, the filtration under pressure. It passes, not only by a general diagnosis of the functioning of the works and the equipments, but also the estimation of certain (hydraulic) physical parameters. It is in particular about characteristics of the driving of expulsion, the speed of real settling was so called speed of real Hazen or hydraulic load and the speed of filtration. Some solutions were given or sketched and the list remains not exhaustive. A particular accent put at the suggestion of a work of harnessing in well of exhaure. A financial study (a quantitative and estimated estimate) was established to kick away an order of height of the cost of realization of the proposed options. |
