Abstract :
Background : According to reports on humanitarian cash transfers, there is growing use of the provision of cash as a mechanism to provide relief to people after disasters, on the part of international aid agencies and governments. The banking industry is also undergoing rapid changes, with new technologies providing different options for making payments and delivering banking services.
Global Objective of the Study : The study seeks to review cash transfer in relation to cost, value for money and its economic impact and to explain the overall effect that cash brings about in markets and local economies.
Methodology : The study looks at literature reviews on cash transfer; cost, value for money and economic impact through documentations and web search. The starting point was the extensive literature searches on studies on humanitarian cash transfer. Literature on cash transfer programmes was obtained via web searches and the Cash Learning Partnership (CaLP).
Conclusion : The review of short-term cash transfers in unstructured markets shows that even small-scale cash injections can produce temporary inflation of local commodities. This seems recurrent when the size of the transfer is significant compared to household incomes and when it covers a high proportion of the local population. Cash, when compared to in-kind approaches, consistently emerges as more efficient to deliver. This finding was a key point from the case studies and literature review, and is supported by other findingsMémoire Master Spécialisé WASH. Titre de série : Mémoire Master Spécialisé WASH Titre : Improving water and sanitation hygiene behaviours : interventions for reduction of helminth infections in schools Type de document : texte imprimé Auteurs : Yves Rodrigue Ahmed KABORE Année de publication : 2015 Importance : 51 p. Langues : Français (fre) Résumé : Helminths are a group of parasites commonly referred to as worms. They are the most common infectious agents affecting humans in developing countries (Hotez et al., 2008). The main interventions implemented to fight against them are preventive chemotherapy and Water, Sanitation and Hygiene (WASH) in schools.
The aim of preventive chemotherapy is to avoid the morbidity linked with helminth and other infections that leads in some cases to death (WHO, 2006). In practice, preventive chemotherapy requires the delivery of good-quality drugs, either alone or in combination, to the maximum people in need at regular intervals all through their lives (WHO, 2006). In general, this intervention aims at high risk groups such as communities living in endemic areas, mostly school age children or infected people (WHO, 2011). Preventive chemotherapy is generally perceived as an urgent need recommended to reduce the occurrence, extent, severity and long-term consequences of morbidity (WHO, 2006).
WASH in schools consist in providing schools with safe drinking water, improved sanitation facilities and hygiene education that encourages the development of healthy behaviours (UNICEF, 2012). It aims at improving the health and learning performance of school-aged children and those of their families and communities by reducing the incidence of water and sanitation related diseases (UNICEF, 2012). WASH in schools interventions require the involvement of several stakeholders that have roles to play for an efficient and sustainable WASH in schools. Among these stakeholders we have school children and their families, school staff, the community, the local authorities and the health staff (Adams et al., 2009).
Despite its impact on children’s health, school attendance, particularly for girls, and its contribution to fostering lifelong healthy hygiene habits, WASH in schools lacks attention (GLAAS, 2014). It is therefore very important to improve WASH in schools in order to sustainably fight against helminth infections by promoting a joint approach between WASH and health actors for instance. This improvement may also be possible for example by setting monitoring systems or reinforcing those that are already existing by defining clear standards and definitions in order to register similar data on WASH in schools. It might be helpful while reporting on WASH in schools coverage trends and promoting access to WASH in schools.Mémoire Master Spécialisé WASH.
Abstract : The Ebola Virus Disease (EVD) outbreak has been a nightmare for WEST African region, taking human resources, hindering the economic growth, leaving the socio economic status of the region and globally at risk. Some efforts were made but still there is a remaining step to control it for the early recovery and the full resilience.
The states of management of the Ebola crisis in West Africa demonstrates how the response to the EVD in West Africa required many interventions and strong coordination with big resources in the unprepared countries meeting on the way many challenges, in a weak public health system and economy of countries concerned mixed with the culture and their traditions, without decent logistics and resources. Brought together, those factors made a big barrier for the response plan to the EVD in the context where the human to human transmission is eased by the travelling, the care giving, the missing of information of the existence of the EVD among the population attached to their culture and the contact tracing is very difficult.
Many strategies are geared together in order to prevent the EVD spreading and stop all chains of transmission. In WASH sector the hygienic best practices are recommended to stop the infection of the EVD. Senegal, Mali and Nigeria were able to prevent the spreading of EVD and control it. With strong coordination, raising awareness, capacity building, high quality infrastructure, and preparedness response plan and vaccines researches the early recovery and the full resilience are possible.Mémoire Master Spécialisé WASH. Titre de série : Mémoire Master Spécialisé WASH Titre : State and utility of contingency plans in the wash sector in West Africa Type de document : texte imprimé Auteurs : Mazebo N’Zinga MAMPUYA Année de publication : 2015 Langues : Français (fre) Résumé : This work is a bibliographic study conducted as part of the Humanitarian WASH training program. It explores and highlights the current situation in terms of preparedness of West African countries to emergency situations. It is focused on contingency planning process as preparedness tool for response.
The document gives an overview of the West African humanitarian context, the different actors in the WASH sector and how they manage themselves for preparedness and contingency planning. This work covers contingency planning at national level (WASH clusters’ levels, and agencies’ specific levels). It is therefore a qualitative data collection.
Bibliographic data have been gathered from the existing literature/documentation (agencies reports, reviews, minutes, plans, etc.). Semi-directed interviews have also been part of the data collection methods. The data mostly concern Burkina Faso, Senegal, Ivory Coast, Mali, Liberia, Guinea-Bissau and Guinea Conakry.
West African sub-region’s humanitarian context is characterized by a fragile socio-politic climate, Ebola epidemic, and jihadist threats. The situation varies from one country to another but there are more and more transboundary issues.
Contingency planning processes are undertaken at national levels since 2008s in almost all the countries. Countries possess Multi-risk contingency plans. Almost all the WASH clusters also have set some contingency plans. In most countries those clusters’ plans are included in the national mutli-risk contingency plans. Contingency plans have shown their benefits in terms of preparedness to disasters in several situations in the West African sub-region. However, difficulties are faced both within planning processes and implementation. Those difficulties are mostly financial constraints, delay in procedures, poor communication. The cooperation between governmental agencies needs to be improved in terms of joint contingency planning processes for transboundary issues.Mémoire Master Spécialisé WASH.
Abstract : The 2014 Ebola epidemic in West Africa has been the first in history and is caused by the Ebola virus. It is the most severe outbreak of Ebola since the discovery of the virus in 1976. EVD outbreaks have a case fatality rate of up to 90%. Since the start of the outbreak there have been a total of 28 476 reported confirmed, probable, and suspected cases of EVD in Guinea, Liberia, and Sierra Leone up to 18 October, with 11 298 reported deaths. Liberia and Sierra Leone have demonstrated a great performance in fighting this epidemic, but Guinea is still under process. Despite of the virulence of Ebola virus, there have been many factors which complicated the situation. Behaviours related to socio-cultural, such as traditional burial ceremonies and caring for the sick, political instability, economic situation of the affected states, weak Health system and inadequate WASH infrastructures have not only contributed to the widespread of Ebola but also have complicated to the rapid response of Humanitarian operations. The epidemic was extremely dangerous and the affected governments should not be able to deal with it themselves. United Nations and the whole Humanitarian community have been intervene and by now the affected countries they improving.Mémoire Master Spécialisé WASH.
United Nations and the whole Humanitarian community have been intervene and by now the affected countries they improving.Exemplaires

Abstract : ater, sanitation and hygiene are critical survival interventions in humanitarian responses. Populations in poverty or in emergency, especially children and pregnant women, are susceptible to weak self-development, illness and death from diseases caused by lack of sanitation, inadequate safe water and poor hygiene. The importance of WASH in humanitarian responses is such that most of times where WASH response is required the WASH Cluster starts its activities in a country two to five days after the onset of a sudden emergency (GWC, WASH Cluster Coordination Handbook, 2009). A continuous action in WASH is a key base to enhance health and fight poverty in developing countries. WASH is a discipline that should be adopted in all societies as a foundation to populations’ development. It is part of human right, and if well provided, it emphasis the human self-confidence and dignity.
This work aims at analyzing the financial constraints and opportunities in humanitarian WASH responses emphasizing on the use of cash. After the consultation of different NGOs reports, examples as, Myanmar, Syria, Sahel (Senegal, Burkina Faso, Chad, Gambia, Mali, Mauritania, Cameroon, Niger and Nigeria), Sudan and Haiti, a certain number of constraints related to cash in humanitarian WASH has been brought up, and among them the delay of cash payments, risk of misuse of cash and attack during cash transportations. Different opportunities has been identified as good collaboration with local governments, promote local private sectors and positive impact on the local economy.
To solve the identified problems, broad recommendations and strategies have been proposed involving a sustainable and consistent collaboration of governments, international organizations and stakeholders. To take benefit from available opportunities, some barriers related to the inflexibility of the humanitarian financing system would be skirted around or alleviated. The actors involved in humanitarian WASH responses would conduct capacity and quality analysis of the local private sector and promote training of their staff in cash based interventionsMémoire Master Spécialisé WASH.
Abstract : Water is life and sanitation is dignity. Poor access to safe drinking water and sanitation services are major causes of illness and Poverty. Improving water supply, sanitation facilities and hygiene promotion is one of the most important priorities to achieve the Millennium Development Goals (MDG): to halve, by 2015, the proportion of people without sustainable access to safe drinking water and basic sanitation is a target of MDG 7 (WHO, 2015; WHO, et al., 2013).
The main objective of this dissertation is the contribution on further understanding of the barriers between development and emergencies in WASH sector and was achieved through the following specific objectives:
• The identification of the difference between development and emergencies contexts in WASH sector;
• The description of technical and non-technical standards and indicators in the interventions of WASH in development and emergencies;
A better understanding on development and emergencies response in WASH sector is essential to improve the efficiency and effectiveness of both responses. Development principles can be applied early in emergency situations to ensure the ground is prepared for development and development assistance can be used to support resilience, prevention and disaster risk reduction.Mémoire Master Spécialisé WASH.

The general objective that we have set is to improve access to water and sanitation in the REGIS-ER intervention area. This objective was achieved as a whole, 55 boreholes have been rehabilitated and are used by the population. Awareness sessions for changing behavior, masons kits distributions for capacity building have been completed. The practice of washing hands with soap using tippy-tap was adopted and best practices on water management were strengthened. The implementation of Community Lead Total Sanitation has enabled us to strengthen the prevention of waterborne diseases in the villages by the construction of household latrines.
The community approach has been favored in all actions. However, some difficulties were encountered in the implementation those activities.
Abstract : In emergency context humanitarian face various challenges that need a quick response to avoid death and risk of epidemics: provide food, safe water, medicines, toilet, psychological care … Access to energy in this context remains a complex issue given the unpredictability of the causes (war, natural disaster, epidemic), while the lack of energy in quantity and quality hinders the proper functioning of activities and to the flowering of the displaced. This problem is one of the major concerns of the UNHCR as the number of refugees is increasing as worldwide. In this study we made an assessment of this situation to face the difficulties and to find appropriate solutions. It also allowed us to make an inventory of environmental and health risks within the camps.
To achieve our goal we have come a big scale of documents to highlight the evolution of this issue over the years and to raise the efforts that have been undertaken in order to build on the achievements and provide improved solutions for better performance.
After study and analysis we realized that energy is essential in the lives of refugees for their daily needs (preparation, heating, lighting), but they are exposed to various health and safety risks to cover this need, in particularly respiratory diseases due to regular intake of smoke and the environmental degradation by regularly cutting of trees and shrubs. Electric power also enables humanitarian work well.
The major difficulties encountered in the camps are: lack of modern environmentally braziers for cooking and heating, large number of refugees in some cases, stay duration in the camps(especially for long stay), lack of lighting, the state of shelters does not meet the electricity standards, geographical location, climatic conditions, categorization of priorities for humanitarian action (budget).
Among the solutions we plan to solve the problem of cooking and heating by providing braziers running an eco-fuel or solar radiation for environmental sanitation and good health of refugees, light public places using solar panels or any other form of clean energy depending on the area. Distribute small autonomous systems of electric power generators for light inside the housing, radio, phone charging to allow refugees to flourish and not to fall into depression, to connect the camp to the electrical grid if possible. Consider real energy need in the global budget and sensitize people about environment protection.Mémoire Master Spécialisé WASH.

Abstract : The management of water points in Burkina remains crucial issue. In community, there are some water’s partnerships called AUE which are involved in the management of water points. In the CSPS, these are the COGES which are involved in the management of water points. Good management of water points could be a solution to make up for the recurrent breakdowns, lack of maintenance of the drillings.
This survey looked at the management of water points in 13 CSPS in Tapoa. These CSPS were selected in 5 townships of Tapoa whose : Diapaga , Namounou , Tansarga, Logobou, Kantchari. Interviews were conducted at two levels: in the CSPS with members of management committees, health workers in public and in the townships these are the craftsmen, the PDS, communities around the CSPS and members of water’s partnerships which were met. An analysis of field surveys was made. In this analysis we looked at the frequency of breakdowns of different drillings, the maintenance of drilling, the organization of COGES, the payment of water, the existence of bank accounts in the name of water point, at the follow up monitoring of the reform of the water infrastructures in Burkina Faso.
This study shows that only 38% of drilling in the CSPS has not experienced failure. The 62% know breakdowns since their construction or rehabilitation. Regarding the payment of water, in 38% of water points (PE) there is no payment of water, for 31% the payment is made every month by household, in remaining 31% payment is made at the time of sampling. 46% of management committees say that the boreholes’s maintenance is respected in their CSPS. Only 38% of COGES of CSPS investigated have a bank account for water , 31% have a cash desk for water, in 23% of COGES money is handed over to the treasurer and in 8% of cases in the cash desk of the COGES. According to the reform, 38.5% of COGES have asserted that they use reform adapted by ACF for the management of their water points. There is not yet contract between the municipalities and the craftsmen for drillings maintenance.
Water’s partnerships called AUE are trying to implement the reform with many difficulties.
Better organization between municipalities and COGES would allow a better management of difficulties encountered. Some recommendations have been proposed in the present document.Mémoire Master Spécialisé WASH. Titre de série : Mémoire Master Spécialisé WASH Titre : Wash in nutrition : impact and efficiency Type de document : texte imprimé Auteurs : Elsa Roxane OUEDRAOGO Année de publication : 2015 Importance : 46 p. Langues : Français (fre) Résumé : Since the 1960s, it has been known that poor water and sanitation causes diarrhea, which consequently compromises child growth and leads to undernutrition. Ample evidence shows that poor water and sanitation causes diarrhea, but there is a growing body of knowledge discussing the magnitude of the impact of diarrhea on undernutrition. A recent hypothesis by Humphrey (2009), for example, states that the predominant impact of contaminated water and poor sanitation on undernutrition is via tropical/environmental enteropathy rather than mediated by diarrhea. This hypothesis has generated much debate on the contribution of water and sanitation to Nutrition.
Through the following work, we show how WASH can have an impact on nutrition. In other words we highlight the role of safe drinking water, sanitation and hygiene in enabling good nutrition
For that purpose we did some researches to find existing articles, surveys and documents on WASH and nutrition. This helped to understand the studies already done and summarise the main contents.
Although it is clearly demonstrated that there are several nutrition-related diseases resulting from unsafe WASH, simple practices can be implemented to reduce significantly to problem. When used properly, water, sanitation and hygiene can have efficient outcomes on the nutrition programs.Mémoire Master Spécialisé WASH.
dans le secteur de l’eau par un arrêt de la fourniture d’eau au CMA du réseau de l’AEPS et l’achat de l’eau pour les besoins des unités avec un prestataire privé. Ce dernier s’approvisionne dans un puits à grand diamètre non protégé ;
dans le domaine de l’assainissement par l’insuffisance des équipements de toilettes pour certaines unités de soins, la mauvaise gestion de certains déchets biomédicaux et l’insuffisance dans l’évacuation des eaux usées ;
dans le domaine de l’eau sur la dotation du CMA d’une source d’eau autonome dont les recherches ont abouti à l’identification des zones potentielles favorables pour les études de prospection géophysique, le dimensionnement des éléments d’exploitation de la source d’eau et l’estimation du coût de réalisation;
dans le domaine de l’assainissement sur la construction des toilettes extérieures complémentaires pour certaines unités, la séparation des toilettes dans l’utilisation, la réalisation des nouvelles fosses à brulure pour les déchets biomédicaux non coupants/non tranchants et les déchets d’activités de soins non dangereux, l’entretien des regards d’évacuation des eaux usées et la réalisation des rigoles de drainage des eaux de pluies vers ‘extérieur de la cour ;
Abstract : In a health facility, water sanitation and hygiene services adequate are critical to the delivery of basic health care. In Burkina Faso, the Medical Centre with Surgical Antenna (MAC) for Séguénégua present water supply problems because of insufficient water resources AEPS's city network that feeds it. These have significantly affected the implementation of hygiene practices at CMA.
To find a solution to water supply problems, the NGO Terre des hommes and the health district coordination team are in the process of mobilizing partners to provide the CMA, an independent source of water.
This paper is a contribution to the research of this autonomous source of water. It presents a state of EHA places to CMA, made proposals for improvements EHA and present a communication plan for behavior change.
The state of EHA places is marked:
in the water sector by stopping the supply of water to the CMA AEPS network and the purchase of water for the needs of the units with a private provider. The latter supplies in a well in large unprotected diameter;
in the field of sanitation by inadequate restroom facilities for certain care units, mismanagement of certain biomedical waste and insufficient in sewage;
in the field of hygiene by lack of maintenance and cleaning toilet facilities, local and evacuation looks wastewater .
Improvements include:
in the field of water on the staffing of the CMA, an independent source of water whose research led to the identification of potential areas favorable for geophysical studies, the design of the operating elements water source and the estimated realizable value;
in the field of sanitation on the construction of additional outhouses for some units, separating toilets in use, the realization of new pits to burn for non-sharp medical waste / non-sharp and activity waste non-hazardous care, maintenance of drainage eyes sewage and implementation of rainwater drainage swales to outside the court;
in the field of hygiene on the implementation of the IEC sessions, the presence of washing hands posters in wards and capacity building of health workers.
Finally, the communication plan for behavior change is based around key messages focused on hand washing thematic, waste management, use and maintenance of toilets. Educational talks and training serve as the plan communication channels.Mémoire Master Spécialisé WASH.
