Notre étude sur le Diagnostic Stratégique et l’élaboration d’un Plan de Renforcement Organisationnel (DSPRO) pour l’OCADES CARITAS Dédougou se veut être une contribution à la réflexion sur le processus de Diagnostic Institutionnel et le Renforcement Organisationnel (DIRO). Elle vise à proposer un modèle et une méthodologie pour l’évaluation institutionnelle et le renforcement organisationnel des Organisations Non Gouvernementales intervenant dans le domaine du développement.
L’étude a consisté à faire des entretiens et des enquêtes sur l’environnement interne (diagnostic interne) et externe (diagnostic externe) de l’OCADES CARITAS Dédougou, afin de déceler les forces, les faiblesses, mais aussi d’identifier les opportunités et les menaces qui pèsent sur l’organisation. Le personnel employé de l’organisation ainsi que les acteurs directs impliqués ont pu apprécier les performances de l’OCADES CARITAS Dédougou par rapport aux critères de fonctionnement interne (planification stratégique, planification opérationnelle, gestion financière, gestion des ressources humaines, gestion de la logistique, administration et gouvernance), et ceux de l’environnement (microenvironnement, microenvironnement) retenus dans le cadre de notre étude.
L’étude a abouti aux principales conclusions suivantes :
-L’organisation présente de bonnes performances sur le plan organisationnel avec une note globale de 3,1 sur une échelle de 1 à 4 ;
-L’organisation dispose d’une bonne capacité d’adaptation à son environnement, avec une note de 3 sur une échelle de 1 à 4 ;
-Les contreperformances relevées sur le plan interne concernent la non appropriation des processus de management interne par une grande partie des acteurs, la non harmonisation et l’inadaptation de certaines procédures, la faible capacité technique, matérielle et organisationnelle de certains acteurs ;
-Sur le plan externe, les menaces qui pèsent sur l’organisation sont la dégradation des relations avec certains partenaires, la baisse progressive des financements octroyés par les partenaires financiers et l’insécurité dans la zone d’intervention de l’organisation.
Aussi cette étude a permis d’identifier les défis actuels qui se présentent pour l’organisation que sont le renforcement du partenariat avec les partenaires, l’adaptation à son environnement et le renforcement des processus internes de l’organisation.
Abstract : Our study of the strategic diagnosis and the elaboration of an organizational development plan for OCADES CARITAS Dédougou want to be a contribution to the reflection on the institutional assessment process and organizational strengthening. It aims to propose a model and a methodology for institutional assessment and organizational strengthening of NGOs working in the field of development.
The study has to do is to interviews and surveys of the internal and external environment of OCADES CARITAS Dédougou, in order to identify the opportunities and threats that weigh on the organization. The employees staff of the organization and the direct actors involved could appreciate the SED performance against internal operating criteria and those of the environment, held in the framework of our study. The study has led to the following main conclusions:
-The Organization presents a good performance at the organizational level with an overall score of 3.1 on a 1 to 3 scale ;
-The Organization has a good ability to adapt to its environment, with a score of 3 on a scale of 1 to 4.
-The Weaknesses internally concern the weak ownership of internal management processes by much of the actors, not the harmonization and the unsuitability of certain procedures, low technical capacity low materielle and organizational ability of certain actors.
Externally, the threats that weigh on the organization are the deterioration of relations with partners, the gradual decline in funding granted by the financial partners and insecurity in the organization's area.
This study also identified the current challenges that present themselves to the organization that are strengthening the partnership with partners, adaptation to its environment and the strengthening of internal processes of the organization. |
