Cette étude traite du système de suivi-évaluation du SP/CONASUR, des défis et perspectives pour l’atteinte des objectifs du Burkina Faso dans la gestion efficace des catastrophes et des crises humanitaires.
La démarche méthodologique a consisté à l’exploitation de la documentation relative au thème et à la soumission d’un guide d’entretien aux acteurs du SP/CONASUR. Les informations recueillies sont relatives aux connaissances, aux pratiques, aux outils et méthodes, aux difficultés que traverse le système de suivi-évaluation et les solutions envisagées par les membres du SP/CONASUR.
Les analyses ont montré que les problèmes liés au système de suivi-évaluation notamment la collecte des données, la production des rapports périodiques ainsi que la surveillance des catastrophes pouvaient handicaper la bonne gestion des catastrophes et des crises humanitaires au Burkina Faso. Aussi, l’étude a permis de comprendre le système de suivi-évaluation de façon générale et d’expliquer les difficultés que rencontre le SP/CONASUR en matière de gestion des catastrophes et des crises humanitaires.
Afin de venir à bout de ces difficultés, des pistes de solutions pour un système de suivi-évaluation plus solide relatives au renforcement des capacités des acteurs à tous les niveaux ont été proposées à l’effet d’atteindre les objectifs du CONASUR.
Abstract : This study deals with the monitoring and evaluation system of the SP/CONASUR, the challenges and perspectives for the fulfilment of the objectives of Burkina Faso concerning the efficient management of calamities and humanitarian crises.
The methodological demarche has consisted to the use of the documents as evidence related to the topic and to the administration of interview guide to the agents of the SP/CONASUR. The gained information are related to the knowledge, the practices, the tools and methods, the difficulties that the monitoring and evaluation system is undergoing and the foreseen solutions made by the members of SP/CONASUR.
The analyses have shown that the problems related to the monitoring and evaluation system, mainly the collect of data, the production of periodic reports and the invigilating of the calamities could be a handicap to the good management of the calamities and humanitarian crises in Burkina Faso.
The study has also permitted to understand the monitoring and evaluation system in general, to explain the difficulties of the SP/CONASUR concerning the management of calamities and humanitarian crises.
Finally, to solve the difficulties, some solutions for a more solid monitoring and evaluation system related to the reinforcement of the abilities of the actors at all levels have been suggested for the SP/CONASUR to reach its objectives. |
