In a semi-arid, where ressources are not only limited, but were quantities of surface ware highly variable, planning an efficient irrigation system is a complex amdertaking, involving many scientific, engineering, socio-economic, and management aspects. Basic to this problem is making an optimal joint use of region's surface water and groundwater ressources. After a region's water ressources have been assesed, the problem is not merely how to distribute the water, but how the ressources can best be managed. The groundwater basins are overpumped, water tables will drop and may eventually reach a depth where the cost of groundwater recovery becomes prohibitive.
