This paper calls attention to the roles of governement policies and of their administration in creating conditions which help or hinder modernisation of farm management pratices and improvement of agricultural production. To be helpful, government must plan and implement programs designeted to provide adequate irrigation water, insure its timely delivery, and stimulate the use of effective water managment and other improved pratices on the farm. Equally important, government economic policies and programs must be designeted to create conditions that provide farmers with attractive incentives. Where farmers are economically motived to improve farm options are avaible to them as regards the selection of varieties, cropping intensities, plant populations, fertilizers... |
