The meteorological drought of the years 1972 and 1973 in Nigeria is in itself a thing of the past. Reports indicate that almost everywhere the same is true for the more extensive period of food shortages which, in same areas, dated back to 1970 and extended to the 1975/76 period. Two important question areas remain. On has to do with the fact that the effects of the drought are not limited to the drought years themselves. Some of these effects wil influence development in Nigeria for many yeras to come. These shoud be identified for the benefit of relevant developement planning. The question therefore is, whether the collective defences of the people and their governments against a next threat of famine are being strengthened or could be strengthened to such an extent that hardship and suffering will be much less. It is to this question, with requard to Nigeria, that this report addresses itself. |
