These water level declines resulted from increases in municipal pumping was part of a basin testing program designed to determine the usable quantity of ground water in storage. The first phase of the programme, completed in 1978, resulted in the construction of eight monitor wells at two sites along the coast. These wells were designed to provide on early warning of saltwater intrusion into the freshwater aquifer
