DANS LE CADRE D'UN PROJET FINANCER PAR LA REPUBLIQUE POPULAIRE DE CHINE, LA VILLE DE ZORGHO, AU BURKINA FASO S'EST VU DOTE D'UN RESEAU NEUF D'APPROVISIONNEMENT EN EAU POTABLE.
Le Décret portant transfert aux communes des compétences et des ressources de l'Etat dans le domaine de l'approvisionnement en eau potable et de l'assainissement ayant été adopté, la commune s'est vu confier la gestion du secteur de l'approvisionnement en eau potable et assainissement. Elle devient ainsi responsable de la planification, du financement, de la réalisation et de l'exploitation des infrastructures d'approvisionnement en eau potable et d'assainissement.

NATIONAL DE L'EAU ET DE L'ASSAINISSEMENT (ONEA).
CINQ (5) ANS APRES AVOIR ENTAME UNE TELLE EXPERIENCE, UNE PREMIERE AU BURKINA FASO, IL S'AGIT POUR LA PRESENTE ETUDE D'EVALUER la performance de la politique menée par l'ONEA. L'évaluation est faite sur la base des indicateurs de performances de sorte à avoir une vision de l'ensemble du service, du captage à la distribution, de sa performance et de sa durabilité à la fois sous l'angle économique, environnemental et social.
De l'évaluation, il ressort une satisfaction générale des usagers de la gestion du service. Les indicateurs de performances tels que le rendement du réseau, la qualité de l'eau ont des taux à plus de 90% avec des variations positives au fil des années. Le rôle joué par l'autorité communale en termes de contrôle, d'information et de régulation dans la gestion reste toutefois très peu importante.
Des pistes pour une meilleure rentabilisation de cette gestion, une implication beaucoup plus effective de la commune et un niveau de service acceptés par les usagers devront être dégagé à l'issue de cette étude.

ABSTRACT : As part of a project financed by the People's Republic of China, the city of Zorgho, Burkina Faso has been equipped with a new network of drinking water.
Decree on the transfer to local skills and resources of the state in the field of water supply and sanitation was adopted; the town was given sector management of supplydrinking water and sanitation. She became responsible for planning, financing, implementation and opération of water infrastructure and sanitation.
The municipality of Zorgho witch do not hâve the skills to effectively manage this service, on aboard of some of its development partners, decided to try the new expérience of public service management of drinking water with farming National Office for Water and Sanitation (ONEA).
Five (5) years after beginning such an expérience, a first in Burkina Faso, it is for this study to evaluate the performance of the policy ONEA. The assessment is made on the basis of performance indicators so as to hâve a vision of the entire service, capture to distribution, its performance and its sustainability both from the économie, environmentai and social.
Evaluation, it appears a gênerai satisfaction of the users of the service management. Performance indicators such as network performance, quality of water hâve rates over 90% with positive changes over the years. The rôle played by the local authority in terms of control, information and control in managing ail times is very small.
Ways to better management of this case, a much more effective involvement of the community and a level of service accepted by the users will be released at the end ofthe study. |
