KAYSON INC est une multinationale Iranienne qui entend profiter du vaste programme de modernisation des infrastructures routières lancé par le gouvernement du Cameroun depuis quelque temps. A la faveur de l’appel d’offre international relatif à la construction de la Route-SANGMELIMA-MEKOKBIKOULA longue de 65 Km et réservé au pays membre de la banque islamique de développement (BID), l’Entreprise a pu intégrer sans grandes difficultés le marché camerounais en remportant cet appel d’offre. Ceci dit, la réalisation des travaux de cette envergure appelle indéniablement la production de volume important de granulat. Cette exigence a conduit l’entrepreneur à acquérir et à exploiter une carrière de roche massive localisée à NDJANTOM ; petit village situé à 6 km de la ville de Sangmélima. Il va de soi que la mise en place de cet établissement constitue un vecteur de modification de l’environnement. De ce fait, l’entreprise a réalisé une étude d’impact environnemental suivant la règlementation et la législation en la matière ceci afin de se conformer au cadre juridique et institutionnel riche et étoffé dont s’est doté le Cameroun à partir de la décennie 90. Saisissant l’occasion offerte par la formation de Master professionnel, l’Entreprise a exprimé le voeu de connaitre ses performances environnementales six mois après la mise en service de cette carrière ; d’où cet audit environnemental qui répond dans un premier temps aux exigences
académiques, mais aussi à un besoin d’amélioration interne de l’entreprise. Cet audit s'est déroulé suivant les étapes ci-après :
La première phase de l'étude a consisté en la recherche et l'exploitation de documents et études ;
La seconde phase est celle de la collecte de données sur le terrain ; La troisième phase a consisté d’une part à l'analyse et au traitement des données collectées et d’autre part à la rédaction du rapport. Il ressort de cette démarche que les activités à la carrière interagissent d’une manière ou d’une autre avec l’environnement. Ces impacts vont de la pollution de l’atmosphère, du sol, des cours d’eau et même des atteintes sur l’élément humain. Des mesures ont été prises par l’entreprise afin de les atténuer, éliminer ou bonifier mais celles-ci s’avèrent insuffisantes au regard des effets générés sur l’environnement. Par ailleurs, il s’avère que l’entreprise ne respecte pas en grande partie la réglementation relative à la protection de l’environnement et son système de management de l’environnement reste de loin non conforme aux exigences de la norme ISO NF EN 14001-2004 et trahit au passage son laxisme pour une quelconque certification. Ces insuffisances expliquent en grande partie les atteintes à l’environnement relevées dans cette étude et a conduit à la formulation des recommandations pertinentes dont l’entreprise se doit de mettre en exécution dans l’intérêt de l’environnement dans son ensemble.
Abstract : Kayson INC is a multinational that Iran intends to take advantage of the extensive road infrastructure modernization program launched by the Government of Cameroon for some time. Taking advantage of the international tender for the construction of the long-Route-Sangmélima Mekok-Bikoula 65 Km and reserved the Islamic Development Bank member countries (IDB), the Company was able to integrate without great difficulties the Cameroonian market by winning the tender said. That said, the work of this magnitude undoubtedly require the production of a large volume of aggregate. This requirement has led the company to acquire and operate a massive rock quarry located at NDJANTOM; small village located 6 km from the town of Sangmélima. It goes without saying that the operation of that establishment is an environmental modification vector. As a result, the company achieved an environmental impact study following the regulations and legislation in order to comply with the rich and expanded legal and institutional framework which has adopted the Cameroon from the 90s . Seizing the opportunity offered by the Master professional training, the company expressed the wish to know its environmental performance six months after the commissioning of this career; where the environmental audit that meets initially the academic requirements, but also to a company's internal needs improvement. This audit was conducted following the steps below :
The first phase of the study consisted of research and exploitation of documents and studies ;
The second phase is the collection of data in the field ;
The third phase consisted of a part in the analysis and processing of collected data and also in drafting the report. It follows from this approach that the activities at the quarry interact in one way or another with the environment. These impacts range from the pollution of the atmosphere, soil, stream and even attacks on the human element. Steps have been taken by the company to mitigate, eliminate or improve but these are insufficient in view of the effects generated on the environment.
Moreover, it appears that the company does not largely complies with regulations on the protection of the environment and its environmental management system is by far not meet the requirements of ISO EN 14001 -2004 and the passage betrays his laxity for any certification. These shortcomings explain much of the environmental damage identified in this study and led to the formulation of relevant recommendations which the company must put in execution in the interest of the environment as a whole. |
