Le Tchad fait face depuis des décennies à des crises humanitaires interconnectées récurrentes, dans un contexte de pauvreté chronique et de faible développement économique et social. ACF est opérationnelle dans le pays depuis 1982. A ce jour, son département WASH ne dispose d’aucun répertoire de documents pour faciliter la réalisation des ouvrages WASH, améliorer leur qualité et favoriser l’harmonisation des plans des structures à réaliser dans le cadre de ses différentes interventions. Dans la présente étude, une revue documentaire a été faite. Ces infrastructures devant être réalisées dans les règles de l’art et conformément aux normes et règlementations nationales et internationales en vigueur, des recherches bibliographiques ont été faites pour chaque type d’infrastructure. Des visites sur terrain ont permis d’observer et analyser les infrastructures existantes et de proposer des solutions et guidelines pour la réalisation des futurs ouvrages. L’état des lieux des documents collectés a fait ressortir des insuffisances quant à l’existant. Des solutions ont été proposées afin d’améliorer les interventions de ACF en WASH au Tchad. Dans ce document, 20 Cahiers des Clauses Techniques Particulières (CCTP) des travaux de réalisation des infrastructures WASH ont été élaborés pour des réponses humanitaires d’urgence et de développement. Ces CCTP fournissent les instructions préalables que doivent respecter les entreprises prestataires pour garantir les travaux de qualité. Des spécifications techniques sont données sous forme de "fiches techniques" pour les infrastructures d’approvisionnement en eau (forages), les infrastructures d’élimination correcte des excréta (latrines), d’évacuation des eaux usées (douches et aires de lavage) et les infrastructures de gestion des déchets médicaux (incinérateurs, fosses à résidus, fosses à objets piquants / tranchants / coupants, fosses à déchets organiques). Un accent a été mis sur la qualité, la provenance et la mise en œuvre des divers matériaux de construction. La sécurité sur les chantiers, le contrôle des travaux et les dispositions pour la réception finale des livrables ont été pris en compte. Les plans de chaque infrastructure ont été élaborés pour permettre leur harmonisation. Enfin, une bibliothèque numérique de ces documents techniques a été conçue ainsi qu’un document "guide d’utilisation" facilitant son exploitation pour les spécialistes et les non spécialistes.

Abstract : For decades, Chad has been experiencing recurring interconnected humanitarian crises, along with a background of chronic poverty and weak economic and social development. The NGO, Action Against Hunger, has worked in the country since 1982. To date, its WASH Department has no reference files record to make WASH infrastructure construction easy, improve on their quality and promote the harmonization of the design of the works to build in the framework of the organization’s various projects. In this study, a documentary review was carried out. Since such infrastructures have to be built according to the rule book, in accordance with national and international standards and regulations in force, bibliographic research has been made on each type of them. Field visits let us observe and analyse the existing infrastructures, learn more on local context, as well as upgrade information so as to offer relevant and quality solutions and guidelines for future infrastructures construction. The inventory of the documents collected revealed shortcomings in the existing ones. Solutions have been proposed to improve ACF’s WASH interventions in Chad. In this document, we have put up 20 Books of Particular Technical Clauses for WASH infrastructures construction works to meet humanitarian emergency and development needs. These books of clauses provide prior instructions companies are bound to comply with in order to guarantee quality work. Technical specifications are issued in the form of "technical sheets" for water supply infrastructures (boreholes), correct disposal of excreta infrastructures (water closets / restrooms), and wastewater disposal infrastructures (showers and washing areas) as well as medical waste management infrastructures (incinerators; residues pits; sharp objects pits; organic waste pits) with associated infrastructures. An emphasis has been put on the quality, origin and use of their various building materials. Safety on construction sites, work control and preparations for the final acceptance of projects have all been taken into account. Designs have also been drawn for each infrastructure to facilitate harmonization. Finally, we have designed a digital library of these technical documents as well as a “user guide” document to make its use easy for specialists and non-specialists.
