Bien que ce projet puisse contribuer de manière significative à la protection des ouvrages prévus, il en découlera des effets plus ou moins significatifs sur les composantes environnementales et sociales du milieu qu’il conviendrait de prendre en compte.
C’est dans ce contexte que l’AGence d’Ingénierie et de Maitrise d’œuvre (AGEIM-IC) a été mandatée pour conduire les études d’Avant-Projet Détaillé (APD) pour l’aménagement du marigot de Goundrin en canal constituant un ensemble d’études dont l’Etude d’Impact Environnemental et Social (EIES), objet de ce présent mémoire.
L’objectif de cette EIES est de fournir au Promoteur, des informations pertinentes et indispensables qui lui permettront d’apprécier la faisabilité environnementale et sociale du projet. Pour se faire, les composantes environnementales et sociales susceptibles d’être affectées par le projet ont tout d’abord été analysées, ensuite, les impacts environnementaux et sociaux potentiels induits par le projet ont été identifiés et évalués à travers les matrices de Léopold et de Fecteau puis, les risques relatifs à l’environnement et à la santé sécurité inhérents au projet ont été identifiés, enfin des mesures environnementales et sociales ont été proposées en vue d’atténuer, de compenser les impacts négatifs et de bonifier ceux positifs.
A l’issue des différentes investigations, il ressort que le projet nécessitera l’abattage de 18 326 arbres, l’expropriation de 720 maisons, de 400 petits commerces, de 02 mosquées, de 46 ha de sites maraichers et l’exhumation de près d’une cinquantaine de tombes.
En outre, il contribuera entre autres à la réduction des risques d’inondation et à l’amélioration du cadre et des conditions de vie des populations bénéficiaires.
Les différentes mesures proposées pour réduire les impacts négatifs et d’en bonifier ceux positifs, ont été résumées dans un Plan de Gestion Environnementale et Sociale (PGES) dont le coût global de mise en œuvre s’élève à quatre milliards neuf cent soixante-douze millions six cent cinq mille Franc CFA (4 972 605 000 FCFA).
Abstract : As an extension of the development, asphalting and sanitation project for the succession of Rues (30.215, 29.253 and 28.201) and Rue SANKARA Inoussa in districts 10 and 11 of the city of Ouagadougou, the government of Burkina Faso has initiated the Goundrin backwater development project into a canal in the city of Ouagadougou in order to ensure the sustainability of the structures developed under the aforementioned road project.
Although this project can contribute greatly to protecting the planned works, it will have more or less significant effects on the environmental and social components of the environment that should be taken into account.
It is in this context that the Engineering and Project Management Agency (AGEIM-IC) was mandated to conduct the Detailed Preliminary Project (APD) studies for the development of the Goundrin backwater into a canal. This represents a set of studies including the Environmental and Social Impact Study (ESIA), the subject of this thesis.
The objective of this ESIA is to provide the Promoter with relevant and essential information which will enable him to assess the environmental and social feasibility of the project. To do this, the environmental and social components likely to be affected by the project were first analyzed, next, the potential environmental and social impacts induced by the project were identified and evaluated using the Leopold and Fecteau matrixes; then, the risks relating to the environment and health and safety inherent in the project were identified, and finally environmental and social measures were proposed in order to mitigate, compensate for the negative impacts and improve the positive ones.
At the end of the various investigations, it appears that the project will require the felling of 7,325 trees, the expropriation of 528 houses, 280 small shops, 07 mosques, a church, 15 ha of market gardening sites and the exhumation of about fifty graves.
In addition, it will contribute, among other things, to reducing flooding risks and improving the environment and living conditions of the beneficiary populations.
The various measures proposed to reduce the negative impacts and improve the positive ones have been summarized in an Environmental and Social Management Plan (ESMP) whose overall implementation cost amounts to four billion nine hundred and seventy-two million six hundred and five thousand CFA Franc (4,972,605,000 FCFA). |
