En 1999, à Ouagadougou, sa prise en compte dans les documents de planification du schéma directeur d’aménagement du « grand Ouaga » a été le résultat d’une persistance « officiellement illégale » depuis l’adoption en 1996 de la Reforme Agraire et Foncière, mais justifiée parce que répondant à des besoins réels de Ouagadougou.
Mais, la croissance démographique très rapide de Ouagadougou, augmentant ses besoins alimentaires et réduisant les terres cultivables, la faiblesse des ressources hydrauliques constituent des contraintes auxquelles se heurte l’agriculture urbaine pour remplir ses multiples missions. De plus, le nombre d’acteurs intervenant dans la filière et le nombre de paramètres qui inter agissent en s’influençant mutuellement rendent sa gestion et sa planification trop complexe pour l’oeil du planificateur.
Afin d’apporter une solution pour l’aide à la prise de décisions pour la planification et la gestion adéquate de la filière, un diagnostic a été élaboré pour la mise en place d’un outil permettant d’élaborer des scénarios intégrant l’aspect spatial, principale caractéristique de l’agriculture urbaine. Ce qui a permis faire des propositions concrètes pour l’expansion de la filière à Ouagadougou.
Abstract : Few years ago, the importance of the urban agriculture in the resolution of the multiple urban problems did not reflect its consideration in agricultural politics and strategies of urban planning in western Africa. In 1999, in Ouagadougou, its consideration in the documents of planning of the guiding plan of arrangement of « big Ouaga » was the result of an obstinacy « officially illegal » since the adoption in 1996 of Re-forms it Agrarian and land, but justified because answering real needs of Ouagadougou.
But, the very fast population growth of Ouagadougou, increasing its food needs and reducing Farmland, the weakness of the hydraulic resources constitute constraints with which collides the urban agriculture to perform its multiple missions. Furthermore, the number of actors occurring in the sector and the number of parameters which to inter act by influencing mutually returns its management and its too complex planning for the eye of the planner.
To bring a solution for the assistant of the decision-making for the planning and the adequate management of the sector, a diagnosis was elaborated for the implementation of a tool allowing to elaborate scenario integrating the spatial aspect, main characteristic of the urban agriculture. This allowed us to make concrete propositions for the expansion of the sector in Ouagadougou.
The present study on the subject " Diagnosis of the urban agriculture in Ouagadougou : implementation of an information system for its planning " has for main objective to contribute to the long-lasting management of the urban agriculture by the implementation of an adapted tool of planning. |
