Dans un élan d’amélioration de la politique sanitaire nationale par le gouvernement, le financement public du secteur de la santé est passé de 34,8 milliards en 2003 à 101 milliards en 2015 (PNDS, 2011-2020). En dépit des efforts, on note des insuffisances dans l’offre de service de qualité due à un déficit en infrastructures et équipements sanitaires. Pour améliorer cette situation, le Programme d’Investissement Prioritaire du Ministère de la santé (MS), a planifié le projet de construction et l’équipement d’un CHU à Bassinko. Au regard des enjeux environnementaux et sociaux que cela engendrerait, une étude d’impact environnemental et social a été commanditée au compte du MS.
La présente étude, au-delà de son caractère social vise à analyser le caractère soutenable sur le plan environnemental et l’acceptabilité sociale du projet. Cela dans le but de proposer des mesures d’atténuation, de bonification ou de compensation dont la finalité est la préservation de l’équilibre environnemental et social dans la localité.
Pour l’atteinte des objectifs de l’étude, nous avons procéder à des recherches bibliographiques, des collectes des données techniques, à travers les consultations des parties prenantes, des enquêtes terrains, des analyses et traitements des données. Il ressort que la mise en œuvre du projet va entrainer le déplacement et la réinstallation de 270 personnes et des pertes d’environ 27 hectares de champs agricoles, des arbres, des habitats. Cela a conduit à l’élaboration d’un Plan d’Action et de Réinstallation estimé à 2 692 840 857 F CFA.
D’autre part, le projet entrainera des impacts positifs que négatifs d’où l’élaboration d’un Plan de Gestion Environnementale et Sociale estimé à 70 000 000 F CFA.
Abstract : In the organization of Burkina Faso’s, the health system in, University Hospital Centers (CHUs) are benchmarks in research and health care. In an effort to improve the national health policy by the government, public funding for the health sector increased from 34.8 billion in 2003 to 101 billion in 2015 (PNDS, 2011-2020). Despite the efforts, there are inadequacies in the supply of quality services due to a deficit in health infrastructure and equipment. To improve this situation, the Priority Investment Program of the Ministry of Health (MOH), has planned the construction project and the equipment of a CHU in Bassinko. In view of the environmental and social issues that this would generate, an environmental and social impact study was commissioned on behalf of the MS.
This study, beyond its social character, aims to analyze the environmental sustainability and social acceptability of the project. This with the aim of proposing mitigation, improvement or compensation measures, the purpose of which is the preservation of the environmental and social balance in the locality.
To achieve the objectives of the study, we carried out bibliographic research, collected technical data, through public consultations, field surveys, data analysis and processing. It appears that the implementation of the project will result in the displacement and resettlement of more than 293 people and the loss of around 27 hectares of agricultural fields, trees and habitats. This led to the development of an Action and Resettlement Plan estimated at 2 692 840 857 F CFA.
On the other hand, the project will result in positive and negative impacts, hence the development of an Environmental and Social Management Plan estimated at 70 000 000 CFA francs. |
