Cette politique s’est renforcée avec l’avènement du programme de réalisation de 40 000 logements dans les villes et communes du pays. La réalisation de 133 logements et 03 infrastructures de bases dans la commune rurale de Pabré rentre dans ce cadre.
La présente étude a pour objectif d’identifier et évaluer les différents impacts et risques associés à ce projet afin d’y apporter des mesures de compensation, d’atténuation et de bonification. Pour atteindre ces objectifs, nous avons procédé à une recherche bibliographique, à des collectes de données environnementales et sociales à travers des enquêtes de terrains, à l’analyse de l’état initial de la zone, et à des consultations du public concerné.
L’identification et l’évaluation des impacts ont été faites respectivement à travers la matrice de Léopold et la matrice de Fecteau. Quant à l’analyse des risques, la méthode d’Analyse Préliminaire des Risques (APR) a été utilisée. De cette étude, il ressort que la réalisation du projet de construction des logements sociaux et économiques aura des impacts positifs tels que l’amélioration des conditions de vie et d’habitation des populations. Mais aussi des impacts négatifs comme la destruction de la végétation, la dégradation des terres, la migration voire la disparition de la faune, les risques de transmissions des maladies sexuellement transmissibles et/ou SIDA, la pollution des eaux et des sols et les risques d’accidents et de conflit. L’évaluation des impacts et risques sur le plan environnemental et social a permis de conclure de la faisabilité du projet. Toutefois, des mesures de compensation, d’atténuation, de bonification et de prévention ont été proposées dans un plan de gestion environnemental et social dont le coût total s’élève à 71 500 000 de F CFA.
Abstract : In order to meet the pressing need of the populations in the area of public housing, the state of Burkina Faso adopted the National Housing and Urban Development Policy (PNHDU). This policy was reinforced with the advent of the Program of Construction of 40,000 housing units in cities and towns across the country. Also falls within this framework, the construction of 133 housing units and 03 basic infrastructures in the Pabré Rural Commune.
The present study aims at identifying and assessing various risks and impacts linked to this project so as to provide measures of compensation, Softening and Enhancement. To reach this objective we carried out bibliographic research, collected environmental and social data through field surveys, analyzed the initial state of the area, and consulted the concerned public.
The identification and evaluation of the impacts were carried out respectively through the Leoplod matrix and the Fecteau matrix. As for the risk analysis, the APR method was used. This study reveals that the implementation of the project of social and affordable housing construction will have positive effects such as the improvement of the living and housing standards of the populations; and negative impacts on the environment of the area through the destruction vegetation, land degradation, migration or even disappearance of fauna, the risks of transmission of STDs and / or AIDS, water and soil pollution and the risks of accidents and conflicts. The risk & impact assessment on the environmental and social ground made it possible to conclude on the feasibility of the project. However, compensation, mitigation, enhancement and prevention measures have been proposed in an environmental and social management plan of which the total cost amounts to 71,500,000 CFA francs. |
