Au-delà des intérêts multiples, des opportunités financières et sociales qu’offre ce projet, sa réalisation n’est pas sans possibles conséquences sur l’environnement et les milieux humain et socio-économique. Ce projet étant de catégorie A, la réalisation d’une étude d’impact environnemental et social s’avère nécessaire. Ainsi, la méthodologie adoptée pour l’élaboration a consisté à : une recherche documentaire, des sorties de terrain, des consultations publiques, des enquêtes socio-économiques des personnes affectées, au traitement des données et la rédaction du rapport.
Ainsi, l’on a pu identifier les impacts négatifs (abattage d’arbres, destruction d’infrastructures socio-économiques telles que les hangars, kiosques, bâtiments, le risque de contamination aux IST et VIH/SIDA, etc.) et les impacts positifs (fluidification de la circulation, création d’emplois, diminution du banditisme, etc.). Pour minimiser ces impacts environnementaux et sociaux, un Plan de Gestion Environnementale et de Sociale PGES a été proposé en prenant en compte les mesures d’atténuation, de compensation et de bonification de ces impacts telle la création de déviation, la plantation d’arbres et l’appui à des groupements entre autres. Le coût estimatif de la mise en œuvre de ce PGES est de 135 700 000 F CFA.
Abstract : The present environmental and social Impact study, relating to the works to open up of the northern district of Ouagadougou including the engineering structure for the crossing of dam n02, is entrusted by AGEIM-IC and carried out by Raïssa TOE. Beyond the multiple interests, financial and social opportunities offered by this project, its implementation is not possible without consequences for both areal, human and social environments. As this project is of catégory A, an environnemental and social impact study must be carried out. Thus, the methodoly adopted for the elaboration consisted of : documentary research, field trips, public consultations, socio-economic surveys of those affected, data processing and drafting of report.
Thus, it was possible to identify the negaive impacts (felling of trees, destruction of socio-economic infrastructures such as sheds, kiosks, buildings, the risk of contamination by STIs and HIV/AIDS, etc.) and the positive impacts (fluidity of the traffic, job creation, reductionin banditry, etc.). To minimize its environnmental and socila impacts, a mangement plan has been proposed taking into account mitigation, compensation and enhancement measures for these to impacts such as the creation of diversions tree planting and support for groupps, among others. The estimated cost of implementing this plan is USD 234369,60. |
