Langues : Français (fre) Résumé : La réalisation d’infrastructures communales dans les délais requis nécessite le respect absolu des procédures de passation des marchés publics. Ces procédures exigent des durées légales d’étapes et de tâches assignées aux différents organes chargés de leur mise en œuvre. La vérification du respect de ces exigences par la Mairie de Pèrèrè est faite grâce à une analyse approfondie du personnel communal et une revue de certaines lois établies à cet effet. Il s’agit en République du Bénin de la loi 97-029 du 15 Janvier 1999, portant organisation des communes; la loi N°2001-07 du 09 Mai 2001, portant maîtrise d’ouvrage publique et la loi N°2009-02 du 07 Août 2009, portant code des marchés publics et des délégations de service public. La comparaison des délais légaux institués par ces lois, aux délais effectivement observés sur le terrain a permis de dégager 120 jours calendaires de retard sur la réalisation des infrastructures communales. Cet impact négatif des procédures de passation des marchés publics sur les délais de réalisations des infrastructures communales est dû à des causes d’ordre administratif, technique, financier et organisationnel. Ces causes ont pour corollaires des conséquences dans le même ordre. Au vu de ces conséquences, des approches de solutions ont été trouvées pour palier un tant soit peu à cet état de chose qui n’honore pas la Commune de Pèrèrè. Sur cette base certaines suggestion et recommandations ont été faite pour pallier aux insuffisances observées sur le terrain.
Abstract : The realization of communal infrastructures within the necessary times requires the absolute respect of the procedures of making of the public contracts. These procedures require legal durations of stages and tasks assigned with the various bodies in charge of their implementation. The checking of the respect of these requirements by the Town hall of Pèrèrè is made thanks to a thorough analysis of communal staff and a review of certain laws established for this purpose. It is in Republic Benin law 97-029 of January 15th, 1999, bearing organization of the communes; the law N°2001-07 of May 9th, 2001, bearing controls of work public and the law N°2009-02 of August 7th, 2009, bearing Code des Marches Publics and of the public service delegations. The comparison of the legal delays instituted by these laws, the times actually observed on the ground made it possible to release 120 days calendar of delay on the realization of the communal infrastructures. This negative impact of the procedures of making of the public contracts on the completion dates of the communal infrastructures is due to causes of a nature administrative, technical, financial and organizational. These causes have as corollaries of the consequences in the same order. Within sight of these consequences, approaches of solutions were found for stage so much is little in this state of affair which does not honor the Commune of Pèrèrè. La structure du bâtiment est une structure portique, éléments porteurs en béton armé (planchers - poutres - poteaux ...) reposant sur les semelles isolées avec le bloc central reposant sur un radier. Les prescriptions techniques utilisées sont les règles BAEL 91 révisées 99 - DTU P 18-702, le cahier des prescriptions techniques (CPT) et les normes françaises NF P06-004 ; NF P06-001. Ainsi un dossier d'exécution du bâtiment a été produit (plans de ferraillage et de coffrage,...) et des recommandations ont été faites pour l'exécution des ouvrages en infrastructure. Pour cela la descente de charges a été faite à l’aide du logiciel CBS de Robot Structural Analysis version 2011, le ferraillage et le coffrage ont été réalisés avec le logiciel Auto CAD 2014 en tenant compte des dispositions constructives. L'étude d'ingénierie montre que le choix de fondation utilisé est économiquement avantageux et peux être réalisé dans un délai court par rapport aux autres types de fondation tout en limitant les impacts environnementaux.
Abstract : This memory study concerns the structural design of a building of 5 level with basement R+4. This building belong to the financial structure Crédit Foncier of Cameroon and will be used as offices. The building structure is a reinforced concrete structure (floors - beam - colum....) based on a footing. The technical requirements used are BAEL 91 revised 99 - DTU P 18-702, the technical requirements specifications (CPT) and the French standards NF P06-004, NF P06-001. So a technical book of the building was produced (reinforcement drawings and formwork ...) and the recommendations were made for the execution of infrastructure works. Thus total loads have been done by automatic calculation whit Autodesk Concrete Building Structure software ROBOT: The calculations done at ELU and then verified at ELS by the software Robot Structural Analysis. The framework plans are drawn with AutoCAD 2014 software according to the internationals norms. The engineering study shows that the choice of foundation used is economically advantageous and can be produced within a short time compared to other types of foundations while minimizing environmental impacts.Mémoire FPL - Master Génie Civil et Infrastructure. Cependant, ces pays possèdent un potentiel pour l'application de stratégies de construction durables. La présente étude ici s'est penchée sur la conception des enveloppes des bâtiments résidentiels au Burkina Faso, avec l'objectif de promouvoir la durabilité environnementale et l'efficacité énergétique. La méthodologie employée s'est basée sur des simulations thermiques, aérauliques et d'éclairage naturel en utilisant le logiciel Design Builder. Cinq paramètres clés ont été évalués : la forme du bâtiment, la configuration de la toiture, le ratio fenêtre/mur, l'utilisation de protections solaires et le choix des matériaux de construction.
Les résultats ont montré que la forme du bâtiment intégrant une cour intérieure favorise une ventilation naturelle efficace. Une toiture à deux pentes et un ratio fenêtre/mur de 15% offrent un équilibre optimal entre ventilation et éclairage naturel. Les protections solaires à casquette aident à réduire l'éblouissement et la surchauffe. L'utilisation de matériaux locaux spécifiques permet de réduire la température intérieure. En comparant la température de l'air entre le bâtiment proposé par le ministère de l'Urbanisme et de l'Habitat au Burkina Faso et le bâtiment avec une cour intérieure, une différence de température de 2,83 °C a été observée pendant le mois le plus chaud, ce qui indique une amélioration du confort thermique.
Ces résultats soulignent l'importance des aspects architecturaux et des choix de conception dans la recherche d'une performance climatique améliorée. En somme, la combinaison de ces paramètres peut améliorer le confort thermique, réduire la consommation énergétique et favoriser la ventilation et l'éclairage naturel dans la conception des bâtiments résidentiels en Afrique subsaharienne.
Abstract : Housing in sub-Saharan Africa is a major challenge, exacerbated by population growth, climate change and the use of unsuitable building materials. However, these countries have the potential to implement sustainable building strategies. The present study looked at the design of residential building envelopes in Burkina Faso, with the aim of promoting environmental sustainability and energy efficiency. The methodology employed was based on thermal, aeraulic and daylighting simulations using Design Builder software. Five key parameters were evaluated : building shape, roof configuration, window/wall ratio, use of solar shading and choice of building materials.
The results showed that a building shape incorporating an interior courtyard promotes efficient natural ventilation. A two-slope roof and a 15% window/wall ratio provide an optimum balance between ventilation and daylighting. Solar shading devices help reduce glare and overheating. The use of specific local materials helps reduce interior temperatures. When comparing the air temperature between the building proposed by the Ministry of Urban Planning and Housing in Burkina Faso and the building with an interior courtyard, a temperature difference of 2.83°C was observed during the hottest month, indicating an improvement in thermal comfort.
These results underline the importance of architectural aspects and design choices in the quest for improved climatic performance. In short, the combination of these parameters can improve thermal comfort, reduce energy consumption and promote ventilation and daylighting in the design of residential buildings in sub-Saharan Africa.Mémoire FPL - Master Génie Civil et Infrastructure.
